I have Rome: Total War and Oblivion and my computer will not let me open the console window in every game? Why and how can I open this?

Sometimes it depends on the game. Dawn of War uses a tilde, Ctrl and Shift at the same time. I think Oblivion uses the tilde (via the tab on the left side 1) or a change in priorities and at the same time.
